Avaancaa has developed a set of critical guidelines on why, when, and when not to embark on positive action. Many organisations are still using positive action as a substitute for substantive, main programme changes, and others have not reviewed the bases of their long standing positive action schemes. This is marginalisation, and is not what the anti-discriminatory legislation requires. This increases the risk of legal challenge, and thus setting back the overall organisational equality work. The guidelines try to ensure that positive action is a last resort; is evidence based;
and that the evidence derives from explicit mainstreaming of equality responsibilities.

Avaancaa has completed a three year contracted European project on behalf of T3E which is pan European drug policy NGO.
